This paper explores the current capabilities of the 4G network infrastructure in the United States, looks at future developments, and explores the desirability of continuing to build telecommunication public policy on the proposition that there is a divide between the Internet haves and have-nots that needs to be bridged though governmental action. This work will be of interest to telecommunication companies, public policy professionals, legislators and regulators.
