Although Malaysia’s mobile penetration grew from 134.5% in 2011 to 143.7% in 2016, mobile penetration has been on a decline since 2014 as a result of the introduction of GST in 2015. By 2021, mobile penetration is expected to have dropped to 135.6% with mobile subscribers amounting to 44.8 million subscribers. The market is still predominantly prepaid with 77.1% of subscribers utilizing prepaid services from Malaysian mobile service providers. Prepaid ARPU is at $7.60 and is higher than most Southeast Asian countries with exception of Singapore. Postpaid subscriptions are on the rise with growth recorded mainly by the smaller mobile service providers.
