The American Recovery and Reinvestment Act of 2009 allocated nearly $7.3 billion to encourage the expansion of broadband access in the United States. Primarily aimed at expanding broadband access to rural areas that met the definition of un-served or under-served, the intent was to achieve nearly ubiquitous broadband penetration within a four year period of time.
