Agentic AI now decides and acts inside live customer interactions, approving a refund, denying a claim, escalating a complaint, or promising a remedy the company must honor. The accountability and control architecture most enterprises rely on was built to review human work after the fact, and it cannot monitor a decision an AI agent makes in milliseconds. The gap between what the technology can do and what the enterprise can govern is where liability now sits.
That liability has an owner. Across nearly every major regulatory regime, the duty to operate an AI system lawfully falls on the organization that deploys it, not the vendor that built the model. Enterprises are moving faster than they are governing: 41% of the 1,198 organizations in Frost & Sullivan's 2026 global survey remain at proof of concept, and only 16% run agentic AI across multiple use cases. Controls are far easier to design into a handful of pilots than to retrofit across a scaled estate.
This study maps the governance gap and shows how to close it. It sets out five governance principles on which divergent regulations are converging, a maturity model to benchmark the current state, and profiles of nine CX platform vendors, showing how they govern the agent layer.
