India’s digital transformation is accelerating, but not through uniform, large-scale cloud migration; instead, enterprises are taking a more deliberate, use case-driven approach, balancing hybrid environments and incrementally modernizing applications to enable AI while maintaining continuity of core systems.
This reflects a market still focused on expansion and value realization, with optimization, governance, and FinOps practices emerging over time. Compared to more mature markets, where efficiency is embedded earlier, Indian enterprises are sequencing their cloud journeys differently—prioritizing flexibility and speed in the near term.
At the same time, enterprise requirements are evolving. As cloud environments become more complex, demand is increasingly shifting toward capabilities around security, compliance, cost governance, and operational control.
In this report, based on Frost & Sullivan’s 2025 IT Decision-Maker Survey, we examine how enterprises in India are approaching cloud adoption, application modernization, AI integration, and engagement with third-party experts. We also consider how their priorities and behaviors compare with global peers.
