Data from Frost & Sullivan's IT Decision Maker survey shows that government communications are entering a decisive new phase. The research finds that modernization is moving beyond routine technology replacement. Agencies now want communications platforms that improve public services, support employees, strengthen trust, and deliver measurable outcomes. Yet progress must be balanced with strict requirements for security, compliance, data sovereignty, interoperability, and operational continuity. It explains where demand is strongest and what buyers will expect from suppliers next.

Artificial intelligence is becoming a core platform expectation rather than a separate feature. Government IT Decision Makers prefer one integrated platform using common AI technologies across calling, meetings, and messaging. Reducing human error is the leading expected benefit, showing that agencies value reliability and risk reduction as much as efficiency.

The report also reveals a practical, measured approach to cloud adoption. Hybrid telephony will remain important, while investment grows in cloud contact centers, hosted calling, video collaboration, mobile devices, and secure digital engagement.

For technology providers, the opportunity is substantial, but the terms of competition are changing. Feature lists alone will not be enough. Government buyers increasingly favor trusted partners that can simplify fragmented systems, integrate existing workflows, provide clear oversight, and connect pricing to proven value. Providers best placed to grow will combine innovation with control, offering realistic migration paths that improve services without increasing risk or disruption.
